Just a suggestion but perhaps you can add a new type of shop? This would allow a house boat permit for new members to a kingdom that gives them a small boat to store items in for one full week, this should be more than enough time to get a new house up, and the time limit could be the motivation to MAKE the house in a week or you lose the boat, and anything you were dumb enough to leave in it. (the kingdom leader or proper athority would have to approve the boat permit first, just like house flags)

And if someone wants to perminately live in a boat, they need to make a new house boat every week?
I personally would enjoy to live in a house boat. Sounds pretty fun to me.
