I'm not going to go look up bandwith, but I'm pretty sure it is the ammount of traffic that the Cable Company allows its users to have on their own/other websites.
Ex: Computer i fastest at 3:00 A.M., slowest at 3:00 P.M.-8:00 P.M.

Peak hours reduce the available bandwidth on such shared connections, yeah. There isn't really any exceeding going on, and this shouldn't slow your computer down at all but only slightly reduce your maximum download/upload speed. After all, this is a
network thing, not a
client thing.
