I trust that definition.
Lag is just another technical term that has lost it's meaning among gamers through overusage. The Game freezes? "ZOMG LAG!" When it could actually be your processor having to much to, well, process at one time. That will essentially crash your computer.
And, from what I understand, "Latency" has something to do with connection between the client PC and the server. (High latency=Bad, Low latecy is good)
The quoted definition is the actual definition.
EDIT:And could a virus/program glitch make packets be lost?
