I think human kings will just try to cover bad roleplayers' tracks for the sake of having a bigger kingdom. Numbers are considered quite desirable, if you haven't noticed.
If the leader is bad, then they can be removed. Kingdom leaders take care of bad RPers. The Kingdom Admin and/or manager take care of bad kingdom leaders.
