No, going by my logic, using a calculator is more effective than asking the guy next door. To further the analogy:
Calculators do not understand imaginary numbers. Therefore, you use them, as you would use an NPC king, to the point in which they become useless. You then rely on human intervention to finish the problem. The primary tool you use is the calculator, or NPC king, but you do have the human to deal with what the calculator can't understand (e.g the Kingdom Admin deals with what isn't regulated by the NPC king). At the very least, much bad language could be filtered by such an NPC king if certain things were scripted into the toguild or whatnot, as it doesn't require judgement whatsoever. Also, quests could be assigned through the NPC king and integrated with him, instead of relying on human kings to gain the wealth/items needed to host an event which will probably consist of trivia.

No, have a Kingdom Admin by all means. However, it will be the Kingdom Admin's responsibility to catch bad roleplaying, not at all the King's responsibility. It should be easy as 1, 2, 3 to join a kingdom (if you are p2p anyway) but also easy to get banned from a kingdom (by the Kingdom Admin).
I think human kings will just try to cover bad roleplayers' tracks for the sake of having a bigger kingdom. Numbers are considered quite desirable, if you haven't noticed.
