Incorrect. They increase the actual speed of the program (by messing with the timers to make it think it needs to do things faster, or something) which causes the entire program to run faster.
When the program runs faster it thinks it needs to send updates to the server more often. There is no movement packet, the client just tells the server where it is every-so-often.

That was added years ago. And you don't need a trainer specifically made for Graal to "speed hack."
