Well eff you too for missing my point. Its the same now as back then people still had to go through PWA. If people went private back then they were going public eventually because they were considered acceptible by the PWA. Currently, not ALL going to be public.
My point is that if we had the pay service back then, it would be the same as now with just about the same number of worlds.
