Usually the announcements are only needed for a set of time, then everyone just either knows about it, or things are updated so that it can onlny be done a certain way, so the announcement is no longer needed.
Besides, if no one uses it now to read the rule (yeah those stupid rules Slash/GoZelda/Nappa) then they are unlikely to use it for other reasons. |
