I tried both methods suggest here, and I could not make my MS Paint save with a transparent color. I'm using Windows XP Pro

Did you try unchecking Image>Draw Opaque? I just tried, let's test.
Edit: Weird, it doesn't look like it works. There has to be a way. I did it in 98's version. Why would they
remove a function like that?
