Tseng needs pressure applied to him at all times in order for him to work. That just seems to be his trend there.
I know that I do not believe Tseng has done anything. He hasn't done anything to prove he has. It is known that in the past he has done
little to nothing at all. So I have amble reason to doubt Tseng. Of course he could have started development, but nothing has come across my eyes yet.
