VIP is fairly cheap...so I see no reason to have one plan souly for forums access. I mean if you are going to pay for forums access, you might as well get the VIP plan...

It is only 2 forums, it shouldn't be too bad, especially if the members see that we are gonna be strict. At first, it might be a little hairy, but I dont think it will last long unless you get members who really dont care about posting, and only mean to cause trouble...that can be fixed easily enough
