Unfortunately, neither of these cited reasons ever have been or ever will be wholly valid reasons to close topics.
So, bearing that in mind, there is no need to add such a thing.

If a moderator won't close a thread for you,
there is quite probably a good reason. This goes hand-in-hand with what I just said.
