Go register on
http://www.graal.net, then confirm your account and everything and goto my page. Then goto register playerworld and submit all of the require info. Once your playerworld is approved you will see "Billing" under playerworld tab (Sub-tab of my page) and you can enter in your paypal info there and select either a 60 dollar (6 month) plan or a 100 dollar plan (1 year).
