I agree with Agent J, to an extent.

Ambitious people aren't content to try and assist the success of the kingdom system. They instead try to assist their own success by becoming leaders of their own kingdoms.

If Cloud X wanted to make the kingdom and not be the leader, I wouldn't be saying anything.
