How would one get it so it looks like light is coming out of the lamp top?

On my level editor it does not show light for some reason. I am going to add an animation to this aswell. and also my animagic gif thing wont let me save itx.x

You can't really make that effect if you are using Ms paint (which I assume you are). You need to use a program that supports transparency.
