I've attempted to make my own, I saved it in PhotoShop to .jpg. Then opened it in Ultimate Paint and transferred it into .png. And it won't work, anyone have an idea why? Oh, and if anyone knows a good site with states, I'd be happy to know the URL.

Have you set the color depth to less then 256 colors (8-bit I believe)? If you haven't then that's why.

The transparency on both the jpg and the png can't be fixed. Go back to the point before you saved it as jpg, and save it as gif instead, then post it here, and if the background is one solid color, I can fix the transparency and convert it to png.
Added: Also, www.ssmutz.com has a state pack in the Graal Downloads section.
