I dont think GK is run well.
Im not saying its run badly, its just not run well.
There is so much room for improvement, and the players are willing to work hard at it (atleast the ones i know).
Bjorn has a lot on his hands, in GK and IRL (probably) so he cant devote 100% of his time into improving GK.
I think he should simply step down and give the job to someone who is really dedicated to improving GK and has the time to do it. I know many players who would love to help bring GK out of the stagnant, completely unchaging cesspool of mediocracy.

You have any idea ho wmany times this has tried? And how many times this has failed?

Now, Bjorn is cool and all... but I do agree we need more management. Maybe not in the form of replacing Bjorn with someone who has no life, but perhaps a few more people like Sam - responsible players deemed the task of being an administrator without getting paid for it. Hell, some of GK's players script almost as well as Stefan.

The players could definitely handle alot of it,

But then it comes back to teh argument of "We have $40 for this game, why can't the people we pay to play this thing fix it themselves". Granted, money isn't such as big an issue on Graal since it's around ~$4/month for a year.
