Is it possible to create some sort of script function so that the Server Options can be changed with Clientside commands such as a hiring script with commands /hire "account blah" and it adds their attributes IP to rights. And adds their name to the server list under staff?

The IP thing, no. Because you can't currently get the IP of the player. You might want to take a look at the Client-RC script, though.
