Just to clarify
 

Scamming is legal as long as you don't abuse any bugs or glitches right?
Does it matter if you have a long ban history though?

If not check the 2nd sentence in these Rules Of Conduct:

If a player act in a way which takes many other players the fun because of scamming, stealing and betraying, he offends against the RoC.

What if the staff never witnessed it and only had the proof of whatever the player told him and still followed it out because he had a grudge agaisnt that player that got banned?

Well, as it says - if the the user is ruining the fun for other players it may not be a "grudge" but a "last straw".

Than contact him in game, in forum PM or use the support center, link is in my signature. This forum is the wrong place for that.

He doesn't use the forum, and yeah I already sent in a ticket but he rejected it like it was nothing.

Just dont scam in the first place then nobody will need to give proof ;)

Although, if someone is silly enough to give someone else their items to "test" I believe it's their own fault and there should be no punishment
