If a guild is dead, why is it not right that the next member in power cannot be made transferable leader?
Rather than see guilds die because it goes under 10 members, I think it's better to give it off to someone else. Vulcan claims this is because he doesn't want players owning more than one guild, but why still are people like Holy and Minoc in control of more than one guild? Sure, it was before him, but that doesn't change anything.

Thats very true. Most guilds are dying and they need a new leader :\.

If you don't want your old guild to die and you can't find a VIP member to transfer it to, you could just give full powers to a Classic member.

Each of my guilds is at least four years old, and they all serve a purpose, there is no logical reason to delete them.
However, the amount of useless/inactive guilds is way too high, and unfortunately, Vulcan is doing nothing.
