Flaming Aura & PK

Not sure if this is a bug, but flaming aura does not work PvP in spar areas nor while in battle mode. If this is the intended behavior, may i ask why?

I've heard about this complaint, and it should be fixed, especially considering that the range is somewhat more limited.
