Rule Date..
 
In the announcment place with the rules and crap the very top says "New Rules (12-04-2003 until 01-03-2004)"

It's past 01-03-2004 so does that mean that we dont have any rules as of now? (Quick question, topic can be locked once it has served it's purpose)

Exactly. Just because the rules may "be expired" doesn't mean they still don't apply. In all probability, that means that they should be updated and revised by now.

A more probable guess would be that is when they went away from the top of every forum as an announcement.

the ANNOUNCEMENT DATE has expired.
Its no longer an announcement its now life, if you cant stand up with one eye behind your back and say all the rules in less than 2mins in the correct order, then shame on you.

Because the forum can not hold announcements longer than that. It must be recreated to be shown again, or updated or whatever. You can't set a announcement for 1 years, max is about 1 year.
