Addition to pw-cpanel
 

I think it would be good for the cpanel admin to be able to allow accesses to things on the panel or change rights for their world on the graal.net website.

This way if the person with the playerworld-admin## account was out, its possibile to restart gserver or add more classifications and things on graal.net without the admin account.

The permissions would be limited though and no other account would have access to the billing page
