Didn't I post a threat with quite a similar name a few days ago, along with suggestions? Anyway, as was said there, I think it should be made like some kind of magic ramm - targeted like a bullet, it deals a blow against the fortification it actually hits which delivers, say, 90% damage (more or less maybe depending on the kind of fortification). The closest one gets 75, the 2nd closest 50, then 25, then 0 - and it won't damage anything thats already under 10%. This way, it's be suitable to break into places if necessary (still requiring 10% to be smashed by other means), but keeps people from effectively destroying others fortifications if they aren't in the way. Maybe you could make it so that fortifications can be raeired, but I doubt that'd be worth the trouble.
