Of course. Ice pick either A)Hacked it or B) Cuddled up to stefan to get the track remover. Since we all made a cruel mockery of his already stupid playerworld, he abused his power to destroy something that the Cap'n made since he was one of the people who had joked at Delteria. If I had one person I could ban, it would be him.

I wouldn't necessarily say he licked boots to get it. It's more than likely he made up a clever story to stefan to get it, "I.E: I want to help remove the tracks and clean up Newmain!" or something similar.
