I think he means a nicer frontend for it. ie, Select Skin Folder rather than unzipping your state, pics, sprites, etc. every time you download a new version. Plus it'd be, theoretically, protected from overwrite.

I did this ages ago, Theres a program somewhere that lets you get inside the .dll files, and you can see all the GFX, quite interesting in some cases, anyway its used on AIM to change the smilies and buttons, but I did it on graal a bit ago and it works, although I didnt do it again with graal incase it messed it up anyway.
