Where can i make ebony bow and arrows?

I'm looking for the Ebony Bow and some arrows and I am willing to pay 80 plat for them.

you should have asked me online, I would have shown you for free :P ... but you gotta have bowyer skill to make the ebony bow (something I don't have :P)
