Personal Shops

How about a place where you can set up personal shops, sort of like how the market was on 2k1? Maybe you would have to go through the process of building the shop, and buying the land to do it though.

no because everyone will want to do it and then 2k2 will be over run by shops! ahhhhhhhhh!

It could be possible to make things like this, however it would probably cost so much and take so long to make that people would just complain about the building process.
