First come first serve. The rocks are just laying around. You dont pay money for tnt or anything. There for who ever busts it open first. But they need to make the caves alot bigger like they have them on 2k2 maybe. That way every one can be left alone by themselves.

i think that they should add a flag to the rock, that whoever hits it first is the one that will get it after its finished

Well I don't think that police are needed purely because if police exist, then they will constantly be getting complaints like this one.

That retard stole almost everyone of my rocks. I gained nothing he just kept following me. Its retarded. 2k2 is stupid because of the lamers on it.

Rock stealing is legal, and so is plank stealing. Sorry.

Well in RP if some one kills you then they normally would loot you. ;) What I think is they should have a hell so if you get pked you dont keep respawning until the person is dead.
