we need to bring Samurai back to life, It's gotten quite small, I see less members of that on than Karakaze, and that's not right.

Step one.

Get an emperor who WILL recruit and make it poweful.

Step two.

Get an intelligent emperor (not saying you are not icehawk)

Step three.

Hire good members to help bring it back.

Step four

I think the best chance for survival woudl be a mock war between them and Dustari, the Dustari would burn their fields again, and the samurai would be expected to retaliat.

That would be good, because Samurai castle has about zero defence, so I could just go up there and kick Sisok's ass.
