The meaning of UNDER CONSTRUCTION.
 

UNDER CONSTRUCTION means that the playerworld is being built, not ready for players, being tested etc.

Now why do I get at least 2-3 people EACH DAY telling me that 'not much to do' and 'too easy to get hats' oh and lets not forget: 'im going to get you shutdown, you ignore me'

I wonder if it's possible to give the playerworlds admin (Crono) the ability to make things UC, P2P, free etc, and make it ghost, or take it down.

Nah, only Stefan, Stéphane and the other working in France with them can do that. You need access to the GServer program ;)
