Have you tried any of the following:
  1. Install Graal into a new folder
  2. Re-downloading the setup.exe
  3. Making sure you have more then ~3 mb free space.
If after all of these the installation still doesn't work I'd suggest contacting either Stefan or Unixmad.

I have an idea. DELETE GRAAL NOW, IT'S A VIRUS.
