for some reason it's missing in the new versions.

On Login, hit "Start", select "Install Packages" or something along those lines, then install it from there.
Note: **** Incapsula.

Haha i remember the offline editor being in the client years ago.
there was a very easy way to inject scripts into the levels of playerworlds you were in.
