All Jedi are part of the Order, you're thinking Council. And not all Masters are part of the Councils, it's just that Masters are the only ones eligible.

Ahh yeah I messed up there. Either way I just wanted Jedi as the name, the full name is Holy Order of the Jedi Knights. :P And the council does make exceptions for those who are not a Master. (Anakin Skywalker)

Anakin wasn't truly a member, he was merely the Supreme Chancellor's representative to the Council. The Council did not want Anakin as a member, and refused him a promotion to Master to make that clear. Considering Palpatine and Anakin were responsible for the destruction of the Jedi Order, it's safe to say that Palpatine's installation of Anakin into the Council wasn't really a legitimate one, just a means to the end.
