They didn't give him one...and whoever it was bant him from the wrong part, cause he doesn't do anything wrong when playing the game -_- he should only be bant from the forums -_-

They aren't mutally exclusive. If what he did was bad enough on the forums, he can also be banned from the game.

He inserted inappropriate material into his signature several times and broke quite a few rules there. I wouldn't be surprised if he was soon removed from the forums.

he wasn't removed from the forums though, he was removed from the game (he can't get on his p2p acc because he's perm bant, but he can post on forums -_-) someone's abusing there rights -_-

I just checked, that account is not banned in the game though?
