The graphics don't mean squat if the person making a level dont know how to use them. You know what? It is terribly simple to make levels, but it isn't so simple to make a level that stands out among all others, no matter what the graphics are.
I do think that a really good tileset can make a huge difference in the appearance of a level, but making levels isn't everybodies thing (meaning not everyone can do them really well, with a really good eye for detail, and a good imagination).
I really don't know why you say that level designers do not exist and are meaningless...I mean the graphics and the npc's are nothing without a level to put them on, and if it is a crappy level, then the graphics and npc's have not been used to their full potential.

I very much agree, there is nothing wrong with experimenting with tiles, using them in places they weren't intended...someone with a really good eye, and a good imagination could make a really good level doing so, and I have seen lots of really good levels doing so...
