Actually, the Terms of Service does not state that swearing is disallowed from the forums. It only mentions the game.
Taking away Tybalt's access to Graal for something that was not mentioned in the ToS is essentially illegal, and GraalOnline is liable unles they unban him and add it to the ToS pretty darn quick.

Even if swearing on the forums was in the terms of service the punishment would be to the forum account, and nothing to do with in game.
