Could be as simple as last IP of a banned account. You can easily query the IP field of the Database, and if the accounts that match that one is banned, then they're banned.

jaillevels= in the server options disables all pm'ing and massing except to staff (for the listed levels - ie: jail ones) and its not too difficult to build a system which prevent a user from escaping from jail (unless they hack the server, like, properly). With those stopping them harass the players, just ban them for a few days if they start to harass the staff. Its always worked for me...

Yea, lol. I remember when some staff globally banned everyone in Ohio, who used adelphia. We couldn't play Graal for two weeks, It was hillarious.
