True, but I think it's pretty easy to take a promising RPer in your kingdom, take them under your wing and really concentrate on that 1 player to fill these spots and then move on.

Again I agree with you.
I don't really know what to suggest to do honestly, but I think something should be done. And not only the Kingdom leaders, the Staff can also make RPing much more fun with improvements or additions. For example, if you give something the players to "battle" over they'll be much more inclined to RP.
