I just managed to severely confuse myself.
But, anyway, I see it kind of like this:
Interpreting the rules - assigning some kind of meaning to them based upon who you are and what you see them to mean.
Understanding the rules - grasping the reason that they exist in the first place.
There's a whole hell of a lot of the former occuring, and it's being done improperly because there isn't much of the latter. |
