Government Industry Tax could be like 5%-15%... and the manager would sort out the rest of the budget.

And I still support my theory on that a council should be appointed instead of elected, because what's stopping recruiter A into recruiting people who only support him... and soon that person gains enough votes to hold a position he probally shouldn't deserve.
