Not really. Good level making takes knowledge of the tileset, creative use of said tileset(many people have came up with things that others just didn't think about when looking at pics1), and talent when it comes to layout and level design. I can make myself a pretty decent level... but I suck at overall level and world design. It takes skill to put together levels into a world that looks good, and fits together nicely. Level design isn't just a skill that you just pick up in a day, there is actual skill involved... and saying it's anything less is an insult to those who take the job seriously.
