i think its just because either most good level makers are working somewhere already
or most don't want to work on a server with few people

Or quite a few are very lazy and really do not like spending all the time making levels, which you have to do if you are a LAT :)

Yeah, I bet people making new PWs hardly ever get LATs. Or if they do, they do absolutly nothing
