Going from PWA rules I don't think it takes all that much to actually get on the Classic tab, the problem is really staying on it and maintaining a long term meaningful sized playercount, this usually requires both single player content and a good community interaction setup, UC servers are unlikely to have large/decent enough Development Teams to allow them to pump out content on a short term basis to the same as extent as the top Classic tabbed servers do, and building decent content intended to be successful in the long run of course takes alot of time and effort, time being something that in most cases costs money and effort being something alot of people don't have much incentive for putting in.
In my case when it comes to the Classic server it's all about ensuring long term stability, as it happens we could have actually remained on the Classic tab had we chosen to continue working with what there was previously, the important thing isn't so much about passing a PWA inspection and getting back on tab asap but to create something that would hopefully be fun to more people than previously, fill the void of a decent Questing server (note to Era Clone makers, Graal does not need another Era) and even more ambitiously create such a good foundation to build that we can pump decent content out regularly in the short term.
